California’s Certified Access Specialist
We are very pleased to announce that two of our disabled access plans examiners have passed California’s Certified Access Specialist program examination and now have their CASp certification. This allows all of our California Client jurisdictions to be in compliance with the Construction-Related Accessibility Standards (S.B. 1608)
We congratulate Esgil employees Douglas Moody and Mark Beauchamp for passing this very difficult exam.

David Yao, Plan Review Engineer for EsGil Corporation has been with EsGil for
over 18 years. Born in Taiwan, David obtained his B.S. in Civil Engineering from
the Chung-Yuan College of Science and Engineering in China. His M.S. in Civil
Engineering was earned from the Brigham Young University in Provo, Utah.
David is a California licensed Civil Engineer and a Utah licensed Professional
Engineer. Before joining EsGil, David had over 2 years of experience with the
Development Services Division of Salt Lake County, Utah.
Prior to his work with Salt Lake County, David worked with several private design
firms and was self-employed as a Consulting Structural Engineer. His previous

reviews, but has allowed him to have a better understanding of the designer’s
point of view.
David and his wife, Ivy, enjoy walking throughout San Diego County. When he’s
not reading code books, David also enjoys reading for fun and spending time
with his two sons, Stephen and Chester. Both in their teens, Stephen and
Chester attend Westview High and enjoy playing video games and tennis.
